International Registration Plan (IRP)

What is IRP? The International Registration Plan (IRP) is a cooperative agreement between all U.S. states, the District of Columbia, and most Canadian provinces that lets commercial trucking fleets register their vehicles in one base jurisdiction and operate in multiple member jurisdictions under a single apportioned license plate and cab card. This means you don’t need separate registrations for every state you travel in — registration fees are apportioned based on how many miles your vehicles travel in each jurisdiction.

Why You Need IRP – You must register under IRP if your vehicles:

  • Are used in two or more member jurisdictions (states or Canadian provinces)
  • Are used to transport property or passengers
  • Have:
    • Two axles and a GVWR over 26,000 lbs,
    • Three or more axles (any weight), or
    • Are a combination vehicle with combined GVWR over 26,000 lbs.

With IRP, you receive one apportioned plate and cab card per vehicle that’s accepted in all jurisdictions for which fees are paid.

How to Start an IRP Account (Step‑by‑Step) 

1. Gather and Complete Required Documents:

1. FRP Apportioned Registration Application form 70-0502

2. Proof of VIN (copy of Arizona or Out of State title or registration)

3. Proof of vehicle ownership

  • Title Already Established – When the customer already has an Arizona title or out-of-state registration in their name, the following documentation is required to provide proof of ownership:
    • Copy of Arizona title (if applicable)
    • Copy of out-of-state registration (if applicable)
    • Will also require a T&R Application, form #96-0236
  • Title Not Yet Established – If you need title work moved into your name before we process, please provide the following documentation:
    • MCO, out-of-state title, or Arizona title
    • Federal Heavy Vehicle Use Tax (Form 2290) for vehicles being registered as 55,000 lbs. and above
    • Power of Attorney, form #48-1001, if applicable
    • T&R Application, form #96-0236
    • Lienholder documentation, if applicable

4. VIN record for AZ licensed vehicles

5. Copy of the current and validated 2290 (when applicable)

6. Power of Attorney form 96-0441

7. Motor Carrier Fee Certificate form 96-0441 (original or certified copy when applicable)

8. IRP Lease Agreement Certificate form 70-0904 (when applicable)

9. Established Proof of Residence

The applicant must demonstrate to the satisfaction of Arizona at least one of the following for Proof of Established Place of Business and three of the following for Established Proof of Residence:

Primary List:

  • Real-estate ownership document
  • Real-estate lease agreement (cannot be a short term lease, must include dates for the length of the registration)
  • Rent or mortgage payment receipt
  • Current Utility bill
  • Current Arizona driver license (if applicant is an individual)
  • Paid personal income taxes to Arizona
  • Paid real estate or personal property taxes to Arizona
  • Copy of the Filed Federal Income Tax return
  • Other factors with clear evidence of the Applicant’s legal Business or Residence address

Secondary List (supports items in primary list, will require review and approval):

  • Article of Incorporation in an Active Status, principal owner listed is a resident of AZ
  • A vehicle title in AZ in the Business Name or principal owner name with residence address

Addresses that are not acceptable – Any virtual office. A virtual office does not really exist as an office — not in the real world or a digital one. It’s not a physical space you can visit or use as a workspace as you can in a traditional office. Instead, a virtual office is just an address. Examples of what virtual office will offer:

  • A place to receive and pick up mail
  • Mail processing and forwarding
  • Digital mail service
  • Business number
  • Business phone system
  • Copy and print facilities
  • Remote receptionist services
2. Contact ATA MVS

Call 602.850.6007 to schedule an appointment for the ATA MVS team to review your documents and submit them to the state. Registration costs cannot be determined until the unit’s data has been entered. You will also need to pay the ATA MVS convenience fee.

3. Receive Your Credentials

Once approved, ATA will help you get apportioned plates, cab cards, and any temporary permits.

How to Renew Your IRP Registration (Step‑by‑Step) 

You must renew your IRP account each year before your expiration date to remain compliant. ATA MVS can assist in simplifying the process.

Important Timing Details

  • IRP registrations expire quarterly: March, June, September, and December (assigned at initial registration).
  • Renewal notices are sent 45 days before expiration.
  • You may renew up to 60 days prior to your expiration date.
  • Renewal notices can be printed through your MVDNow account, or ATA MVS can print them for you.

Step-by-Step Renewal Process

1. Receive & Review Your Renewal Notice

Carefully review your renewal notice for accuracy. Keep in mind:

  • Recent changes (vehicle additions/deletions, updates, etc.) may not appear on the notice.
  • You are responsible for verifying all information.

The renewal notice must include:

  • Total miles operated in all jurisdictions during the preceding year
  • Total miles operated in your base state during the reporting period
  • Total miles operated in IRP member jurisdictions
2. Gather Required Documents

Prepare the following documents (as applicable):

  1. IRP Renewal Notice or FRP Apportioned Registration Application (Form 70-0502)
    (Ensure mileage is accurate and realistic) FRP Apportioned Registration Application- Arizona Schedule A or C and B
  2. Copy of Form 2290
  3. Power of Attorney (Form 96-0441) – original or certified copy Power of Attorney–Motor Carrier
  4. Motor Carrier Fee Certificate (Form 96-0141) Reduced Motor Carrier Fee Certificate
  5. IRP Lease Agreement Certificate (Form 70-0904) IRP Lease Agreement Certificate
3. Verify Information

Double-check all details before submission:

  • Mileage totals
  • Vehicle/fleet information
  • Business address and account details

Incorrect information may result in:

  • Processing delays
  • Incorrect fees
  • Inaccurate records
4. Submit to ATA MVS

Once reviewed and completed, submit your renewal notice and documents to ATA MVS for processing.

5. Complete Payment & Processing

ATA MVS will process your renewal and submit it to the state. Fees will be determined based on your updated vehicle and mileage.
